Filipino Expats Qatar

Is there anybody who can suggest what i am suppose to do. I got a business visa and the truth is i am working up to now and my visa is almost expired my employer renewed it twice, and now i realize i am not happy with my work the reason is the salary is always delayed. But my employment contract is almost ready but i dont have yet my ID and i already done with my medical. and there is no stamp yet by the Ministry of Labor in Qatar.

My question is, do i need an NOC?
Because im planning to exit first, but i wil make it sure i already find another employer who will issue me working visa.
